If you find player 1 is on the right and player two is on the left, please read below to resolve this issue.
Full Panel & Polycade Lux

If you're using a "Full Panel" as pictured here, you can try resetting the player positioning by holding this button combo for 10 seconds: A+B+RB+START.
If you have a Lux model, try this combo instead: A+B+RB+RT+START.
This will "reset" the player positioning on the Neo-arcade controller boards.
Half Panels
If you're using half panels, the player position is generally based on which USB port each controller is plugged into. We say "generally" because this is not a perfect science, sometimes Windows will load them in a different order - roughly 1 out of 10 times this may happen.
If you find that your controls are showing up in the wrong order each time you restart the machine, try swapping the usb ports each one is plugged in to. You can swap the connection that plugs into the PC / usb hub. Once you perform this swap, try rebooting and testing a few times to confirm it's consistent.
Swapping Controllers
Also, keep in mind that when plugging in controllers while your system is ON, player 1 will be the first controller plugged in, player 2 will be the 2nd controller plugged in, etc.
Steam Games
Note that Steam games (and modern PC games in general) are unstandardized when it comes to player position. Depending on the game, it may behave in any of the following ways:
- The first player to join becomes player 1 (Mortal Kombat 11 is an example of a game that works like this).
- Player order reversed. Most games map player order the same way, others will reverse player order due to an oversight in the software engineering.
- Player order the same as most other games.
